The Florida Depopulation Program helps reduce the number of policies with Citizens Property Insurance by transferring policyholders to approved private insurers.

This offers two main benefits: avoiding potential assessment fees (up to 45% of premiums) and providing access to more coverage options. It benefits both policyholders and the state by offering better options and reducing Citizens’ burden.

Depopulation FAQ

How do I accept a policy from Crestwell Underwriters?

When your policy comes up for renewal, we will offer to renew your policy under the terms stated in the depopulation packet you received from Citizens. To ensure your policy still meets your associations’ needs, prior to your renewal effective date you should work with your agent to provide us with any new information that may change your property policy terms and conditions. This may include, but not be limited to, items such as new buildings being added to the schedule of buildings, a new appraised value for the current buildings, desired coverage changes, roof replacements, updated wind mitigation documents, if any, as well as any changes in coverage options your association would like to include in the upcoming policy term.

Upon acceptance of our renewal offer, you and your agent will be asked to provide us with any new information to help us continue to service your account. Updates may include property manager and or board member contact information as well as any updates to premium finance and mortgagee’s if any.

Will my agent remain the same?

Yes, your current agent will continue to service your policy.

What if I want to remain with Citizens?

If your renewal offer from Crestwell is less than 20% of your Citizens renewal premium, you will no longer be eligible to remain with Citizens. You can automatically accept the Crestwell policy which comes with broader coverage.

Do I need to let my premium finance company know I am changing insurance companies?

No, if your premium finance company pays your premiums, Crestwell will notify them and send your invoices to them for payment.

How do I make payments on my policy?

Payments should be made with Citizens until your policy renewal date with Crestwell. Once you receive your renewal packet from Crestwell Underwriters, payments can be made online or through your agent.

How do I submit endorsement requests or policy changes?

If the policy has not yet renewed with Crestwell and is still on Citizens policy form, policy changes and endorsements will continue to go through the current Citizens process.

If the policy has renewed with Crestwell, endorsement change requests can be made by your agent and e-mailed to info@crestwelluw.com. Please include the primary insured name and policy number.

How do I file a new claim?

If you are a Citizens policyholder with an open claim, that claim will continue to be handled by the Citizens claims team. Contact Citizens at 866-411-2742 for assistance.

To report a claim that occurred on or after 12:01 a.m. November 25, 2025 (assumption date), Citizens policyholders should call RYZE Claims Solutions, the Claims Administrator for Crestwell Underwriters at 1-800-453-1589.
